Belarus toughens laws against smoking, including e-cigarettes

The Belarusian president signed Decree No. 2 to amend Decree No. 28 from 17 December 2002 and Decree No. 4 from 18 October 2007 regulating production, trade and consumption of tobacco products on 24 January, BelTA learned from the press service of the Belarusian leader.

The main goal is to consistently limit access to tobacco products, to reduce the negative effects of smoking on health of people.

The document envisages legislative regulation of production, sale and use of electronic smoking systems, and also heat-not-burn tobacco products. Such systems shall be subject to the legal norms in respect of production, sale and consumption of tobacco products.

Only economic entities of Belarus shall have the right to engage in activities related to production and sale of systems for tobacco use, smoking electronic systems and liquids for them. The document imposes a ban on the open display of liquids for electronic smoking systems in shop windows and other points of sale equipment. The decree also places restrictions on the places of sale, use (consumption) of electronic smoking systems and imposes a ban on advertising, sale to minors of liquids for electronic smoking systems.

The decree also extends the list of places where smoking is completely prohibited. These now include subsidiary premises of residential buildings, elevators, cars carrying children up to 14, children's playgrounds, sports camps, education institutions, underground crossings, public transport stops.
